New Competency Profile for Condominium Managers in Ontario

Effective November 1, 2021, the authority for setting education requirements will be transferred from the Minister of Government and Consumer Services to the Registrar of the CMRAO. To prepare for this important transition, in 2019 the CMRAO began developing a competency profile to define the condominium management profession in Ontario.

A group of ten Subject Matter Experts (SMEs) (consisting of highly experienced condominium managers, as well as individuals with a teaching/training background) were selected from across the province to work with consultants over a six-month period to discuss the profession in general, review relevant literature, and develop the competency profile.

An online survey was completed by 513 condominium managers, which reflects an especially high rate of engagement from the sector. CMRAO’s Advisory Committee was also engaged and provided valuable feedback that informed the entire process.

The final product is the Report on the Competency Profile for Condominium Managers in Ontario 2019. The report describes the minimum expectations (or professional competencies) of an individual applying for a General Licence with the CMRAO. The report identifies 79 competencies, which are broadly grouped in three areas and under nine headings:

Foundational

Management

Professional

Interpersonal

Communication

Physical building

Operations

Legal

Financial

Information

Ethics

Professional development

The competency profile is only a snapshot of Ontario’s condominium management sector as things stand today, but is an important first-step that lays the foundation for the new course curriculum that is currently being developed and will be available soon.
