In the interest of transparency and public accountability, the CMRAO posts a variety of reporting and governance documents, including our administrative agreement in place with the Ministry of Government and Consumer Services (MGCS).

Administrative Agreement

As an administrative authority, the CMRAO has an Administrative Agreement with the Ministry of Government and Consumer Services (MGCS).

Code of Conduct

In carrying out their compliance and enforcement duties, contract and permanent staff are required to adhere to the CMRAO’s code of conduct.


The By-law states the organizational rules and duties of its members – the Board of Directors, Chair, Chief Executive Officer, and Registrar.

Plans and Reports

As outlined in the Administrative Agreement with the Ministry of Government and Consumer Services, the CMRAO is required to report on its business activities and plans on an annual basis, and make this information available to the public.

Advisory Committee

The CMRAO Advisory Committee is established pursuant to Section 7.2 (4) of the CMRAO’s administrative agreement that requires the Board of Directors to establish an advisory process for direct input to the Board on issues of importance to consumers.
