Call for Subject Matter Experts

The Condominium Management Regulatory Authority Ontario (CMRAO) is recruiting subject matter experts to assist in the creation of the first ever competency profile for the condominium manager profession in Ontario.

Terms of Reference


The Subject Matter Expert (SME) Group is responsible for providing the “content expertise” necessary to develop a set of professional competencies (the “competency profile”) for condominium managers in Ontario.


Working under the direction of the competency consultants, the responsibilities of the SME Group are to:
  1. Identify and review relevant information that could inform the Competency Profile, such as literature, data provided by regulatory bodies, personal experiences, and curriculum
  2. Work collaboratively to draft, review, and revise a set of full-spectrum professional competencies (job tasks and their associated knowledge, skills, and attributes)
  3. Provide input into an online validation survey
  4. Act as beta testers for the survey
  5. Review survey outcomes and adjust the competencies accordingly


The SME Group will consist of 8 to 10 members that include the following:

  • 1 staff member representing the CMRAO
  • 2 or 3 educators (people involved in teaching/administering condominium manager educational programs)
  • 4 to 6 active condominium managers who hold a General Licence

SME Group members must also meet the following criteria:

  • Demonstrated ability to work effectively in small groups
  • Good written and verbal communication skills
  • Demonstrated understanding of the skills, knowledge, and attributes associated with condo management in Ontario


Meetings will be set by the competency consultants and held either by teleconference or in person. Three face-to-face meetings are planned, per the following tentative schedule:



 May 2019  (between May 21 and 31)

 Competency Development #1: 2 days (Toronto, ON)

 July 2019  (between July 2 and 12)

 Competency Development #2: 2 days (Toronto, ON)
 October 2019  Review and Refinement (post-survey): 1 day (Toronto, ON)
One or two additional teleconferences may also be required.


The CMRAO will recognize the expertise and contributions of SMEs through a daily honorarium of $350. Direct travel costs will be reimbursed. It is anticipated that there will be a total time commitment of 10 to 12 days of meetings and preparation time over a period of 9 to 10 months.


Group meetings will be conducted in English. All project documentation (for example, an online survey, finalized competencies, and associated communications) will be produced in English.


Each member’s term is for the duration of the project, which at this time is projected to end by October 31, 2019.

  • Number of years of experience in condo management
  • Nature of your experience in condo management
  • Description of your educational background
  • Description of your teaching experience (if relevant)
  • Name of current employer and an indication of the company’s size (number of condo managers or condo units managed)
  • Geographic area in which you work as a condo manager
  • Confirmation of availability between May 21 to 31 and July 2 to 12, 2019
